Choice allocation with preference and priorities

Hi all,

I am looking for a way to do something similar to others on this forum around allocating choices to a number of work experience placements.

I have anywhere between 60-100 students each year who rank five placement preferences from over 50 placements (who have between 1 and 3 spaces).
I have further complications is that some student's choices are prioritised based on two criteria (Special Needs and Travel difficulties).

At the moment this is completed manually with 'having a go' and then trying to wiggle it around so as many people get as high preference as possible. This does inevitably mean that others get their 5th choice - or even none at all. I am wondering for those who don't get their preferences, if they could be allocated a 6th choice based on distance (which might get very complicated) if not, maybe just highlighted to come back to.

Any help would be greatly appreciated!
