Column down question

Here is my question.
1. Cells K1 and Q1 value can change.
2. I need the "tc", "tc" in column 'O' to move to cells 'O5 and O6' so that it falls after the HRs in column 'J', they cannot be in the same row.
3. If column 'J' HR changes to only 2 then the "tc" would then have to go into cells O4 and O5.

I hope this makes sense.
