Combine 2 drop-down lists into one another

Hello there, I could use some help on how to combine 2 dropdown lists into one. Since it's hard to explain I give you a link of a testing excel file with explanation of what I want exactly.

For reasons such as corporate security or personal reasons, many people are unable or unwilling to download files off of the internet.

You may have better luck if you can post something directly here. You cannot upload files to this site. But there are tools you can use to post screen images. They are listed in Section B of this link here: Guidelines for Forum Use.

Also, there is a Test Here forum on this board that you can use to test out these tools to make sure they are working correctly before using them in your question.
