Combine Formulas

Hello! I need some help combing these two formulas. Any suggestions/ideas would be greatly appreciated. Thanks in advance!
=IF(A1="","",IFERROR(B1/A1,1))
=IF(A1<0,(A1/B1)*-1,A1/B1)

=IFERROR(IF(OR(A1="",B1=""),"",ABS(MIN(A1,B1)/MAX(A1,B1))),1)
