Anyway a formula can take these two columns and combine them into one column with a formula?

<TABLE style="WIDTH: 104pt; BORDER-COLLAPSE: collapse" border=0 cellSpacing=0 cellPadding=0 width=138><COLGROUP><COL style="WIDTH: 50pt; mso-width-source: userset; mso-width-alt: 2112" width=66><COL style="WIDTH: 54pt" width=72><TBODY><TR style="HEIGHT: 15.75pt" height=21><TD style="BORDER-BOTTOM: windowtext 0.5pt solid; BORDER-LEFT: windowtext 0.5pt solid; BACKGROUND-COLOR: transparent; WIDTH: 50pt; HEIGHT: 15.75pt; BORDER-TOP: windowtext 0.5pt solid; BORDER-RIGHT: windowtext 0.5pt solid" class=xl65 height=21 width=66>West</TD><TD style="BORDER-BOTTOM: windowtext 0.5pt solid; BORDER-LEFT: windowtext; BACKGROUND-COLOR: transparent; WIDTH: 54pt; BORDER-TOP: windowtext 0.5pt solid; BORDER-RIGHT: windowtext 0.5pt solid" class=xl65 width=72>East</TD></TR><TR style="HEIGHT: 15.75pt" height=21><TD style="BORDER-BOTTOM: windowtext 0.5pt solid; BORDER-LEFT: windowtext 0.5pt solid; BACKGROUND-COLOR: transparent; HEIGHT: 15.75pt; BORDER-TOP: windowtext; BORDER-RIGHT: windowtext 0.5pt solid" class=xl65 height=21>Seattle</TD><TD style="BORDER-BOTTOM: windowtext 0.5pt solid; BORDER-LEFT: windowtext; BACKGROUND-COLOR: transparent; BORDER-TOP: windowtext; BORDER-RIGHT: windowtext 0.5pt solid" class=xl65>Boston</TD></TR><TR style="HEIGHT: 15.75pt" height=21><TD style="BORDER-BOTTOM: windowtext 0.5pt solid; BORDER-LEFT: windowtext 0.5pt solid; BACKGROUND-COLOR: transparent; HEIGHT: 15.75pt; BORDER-TOP: windowtext; BORDER-RIGHT: windowtext 0.5pt solid" class=xl65 height=21>El Centro</TD><TD style="BORDER-BOTTOM: windowtext 0.5pt solid; BORDER-LEFT: windowtext; BACKGROUND-COLOR: transparent; BORDER-TOP: windowtext; BORDER-RIGHT: windowtext 0.5pt solid" class=xl65>Syracuse</TD></TR><TR style="HEIGHT: 15.75pt" height=21><TD style="BORDER-BOTTOM: windowtext 0.5pt solid; BORDER-LEFT: windowtext 0.5pt solid; BACKGROUND-COLOR: transparent; HEIGHT: 15.75pt; BORDER-TOP: windowtext; BORDER-RIGHT: windowtext 0.5pt solid" class=xl65 height=21> </TD><TD style="BORDER-BOTTOM: windowtext 0.5pt solid; BORDER-LEFT: windowtext; BACKGROUND-COLOR: transparent; BORDER-TOP: windowtext; BORDER-RIGHT: windowtext 0.5pt solid" class=xl65>Hartford</TD></TR><TR style="HEIGHT: 15.75pt" height=21><TD style="BORDER-BOTTOM: windowtext 0.5pt solid; BORDER-LEFT: windowtext 0.5pt solid; BACKGROUND-COLOR: transparent; HEIGHT: 15.75pt; BORDER-TOP: windowtext; BORDER-RIGHT: windowtext 0.5pt solid" class=xl65 height=21> </TD><TD style="BORDER-BOTTOM: windowtext 0.5pt solid; BORDER-LEFT: windowtext; BACKGROUND-COLOR: transparent; BORDER-TOP: windowtext; BORDER-RIGHT: windowtext 0.5pt solid" class=xl65>Sumter</TD></TR></TBODY></TABLE>

Excel Facts

Why does 9 mean SUM in SUBTOTAL?
It is because Sum is the 9th alphabetically in Average, Count, CountA, Max, Min, Product, StDev.S, StDev.P, Sum, VAR.S, VAR.P.
One way;

Assume your data is in A:B.

D1,

=COUNTIF(A:A,"?*")-1

D2,

=COUNTIF(B:B,"?*")-1

-1 is for subtract the heading from the count.

D5, copy down as necessary,

Code:
=IF(ROWS(D$5:D5)>$D$1+$D$2,"",IF(ROWS(D$5:D5)<=$D$1,
INDEX(A:A,ROWS(D$5:D5)+1),INDEX(B:B,ROWS(D$5:D5)+1-$D$1)))
