Combining Cells - Formatting

I am attempting to combine two cells however I am having trouble with the formatting. For example:

Cell B2 has the figure: 12,397
Cell B3 has the figure: 2.67%

I would like to combine the two cells so that it reads:
12,397; 2.67%

I can get the cells together, however I am having trouble with the formatting. I need for the comma to be in the first number and the percent sign to be in the second. Any help would be appreciated.

Excel Facts

Format cells as time
Select range and press Ctrl+Shift+2 to format cells as time. (Shift 2 is the @ sign).
