Combining if with a criteria, sumif, indirect

=SUMIFS(INDIRECT("'"&JP$2&"'!$E$10:$E$51"),INDIRECT("'"&JP$2&"'!$B$10:$B$51"),$A13)*24

I want to add an IF function to the above but can't quite get it right

I want to do something like the below...

IF(indirect("'"&c10:c51=H,"",sumifs(INDIRECT("'"&JP$2&"'!$E$10:$E$51"),INDIRECT("'"&JP$2&"'!$B$10:$B$51"),$A13)*24

BUT I also need to add in a criteria to the IF part highlighted in bold. The criteria reference will need to be

INDIRECT("'"&JP$2&"'!$B$10:$B$51"),$A13)

It might make sense if you tell us what you want to do in real words instead of a formula that you might think is close to what you need.

The bit in bold might mean something to you, but it it totally meaningless to the rest of us.
