When I inserted a note at a cell the box would show <Owner:>. Since I'm not sharing this spreadsheet there was no reason to show who inserted the note; deleting "Owner:" from the box was an additional annoying step I had to take, so...
I went to <File/Options/General/Personalize...> and deleted the text "Owner". I tested it - inserted a note - and "Owner:" still popped up, so I went back through the steps and instead inserted a couple of blank spaces instead of "Owner". Progress, except now when I insert a note the box defaults to < :>. Progress, yes, except now I STILL have to delete the pesky colon.
Is there any way to edit the Notes box so it's blank, with no text and no colon?

Use a custom number format of #,##0,K. Each comma after the final 0 will divide the displayed number by another thousand
There is no way of changing the default behaviour that I know of.
However you could use VBA to create the Note without the Author.
