Compare 2 cells change color based on %

Morning,
Didnt include a sample for this one don't think it would be needed. Not familiar with conditional formatting thinking thats what I will use for this.

What I'm trying to see if it is possible to take two numbers we will say column A as target number and Column B as actual number.

Column A.
40560.
36678.
39218.

Column B
38250
40300
12400

What I'm trying to do is change color of cell in B based on the %.
0% nothing
1 to 50% red
51 to 99% Yellow
100% green
101% + Dark green

Will more then likely be using the RGB for the colors. Wasnt sure if it was possible to do this. Did some research so far but havnt found much that explains how to apply this by % . Will continue to surf for answer.
