comparing 2 arrays and count

Dear wise ones,

Having a wee problem with finding a function to compare 2 columns of data, one text based and one numeric and then count the number of times a certain condition is met.

So basically I want to populate a summary table with a count of the number of times a certain company's name appears within a range (a column) IF a certain condition is met from a column in a different range (another column on the same worksheet). So if Company A has five successful bids for Tranche 3, the cell will return 5)

Tried different combinations of COUNTIF's etc but can't seem to find the right one....

Hope that makes sense, would be sooooo grateful if anyone can help out there...
