Comparing Values in Cells

Hi all,

I need help for this.

A1 A2 A3
0 0 just Blank (if both cell contains 0)
12 12 Completed (if A1 and A2 are equal)
12 14 incomplete (if A1 and A2 is not equal)

I just want output in A3 to be displayed.
