Concatenate formula does not show 2nd decimal place

Data and formula are as follows"

Cost 1

$ 2.70

Group 2

=CONCATENATE(B3," ["&C3&"] ",D3)

I would expect the formula would result in

Cost 1 [2.70] Group 2

But instead I get

Cost 1 [2.7] Group 2

QUESTION
How do I modify the formula to return the 2nd decimal place (when it is a zero), and include the $ sign?
