Concatenate without dropping leading zeroes

I am having some difficulty building a concatenate formula that will keep the leading zeroes from each field as they come together. For example, I have a list of phone numbers, but the area code, prefix, and extension are in different fields.

A B C
1 800 555 0021

=concatenate(A1,B1,C1) yields 80055521
=value(concatenate((A1,B1,C1)) also yields 80055521.

Column C has been formatted with custom, Type 0000. Any ideas?
