Concatenating Complex String

Good day Mr. Excel Team,

I think I've been staring at this a wee bit too long:

=IF(AND(E27>=0,E27<=0.25),"Monthly spend to reach "&TEXT(ChartData!C13,"0%"& "("&((DATEDIF($A$2,ChartData!B14,"M")&" mnths)"),"-")

Basically trying to string together text that has a percentage in it, along with a month time frame that is calculated on the difference between two dates. If the number (E27) is between two values, the string appears, if it is not, the cell will only show a dash.

Red-eyed and bleary and stumped. Any solution would be appreciated. Thanks.

Excel Formula:
