Concatenation with dates in potentially different formats

Hello

I know how to concatenate with dates via the text function, but the problem I'm running into is that I have users in multiple international locations. In this case, US (date format mm/dd/yyyy) and Germany (date format dd.mm.yyyy). I have a cell that concatenates text from one cell and the date from another. Is there a way to make the concatenation "location neutral" so that basically the value displayed on the cell simply passes through to the concatenated cell?

Meaning: "Joe Smith 10/15/2009" or "Joe Smith 15.10.2010" where I wouldn't need to account for various country formats?

Excel Facts

Save as CSV to remove all leading and trailing spaces. It is faster than using TRIM().
