conditional cell lock if select cells =1

I am having trouble creating a formula to to this, so I am leaning to the VB solution, this
is causing me to beat my head against the wall...

I am trying to lock cells (a1:a3, c1:c3, e1:e3 g1, i1, k1, m1, o1, q1, s1, if any cell has a "1" entered (don't lock the cell with the 1 in it because if I remove the 1 they must all unlock). the locked cells also need to receive an X in them to indicate that they are locked.

The attached sheet can give better detail. but the A1-A3, C1-C3 and E1-E3 are a group
I have 3 seporate groups. these 3 groups are repeated in 5 defferent columns.

If someone can get me started on the basics I should be able to apply the code to the entire workbook, several sheets and 100 sections and Conditional formating is killing me.
