Conditional format based on current calendar month/date

Hi, I have a cell with user entered date in it. This date needs to updated at least once every calendar month. So if the date entered is 6/11/15 then the cell needs to be updated at least once in July sometime.

So, I want the cell color to prompt them when that following month is winding down. If the displayed date is 06/11/15 then I want the cell fill color to turn yellow when 7/21 rolls around and red on 7/28. I need it to do this for all months. If the entered date is 10/01/15 then I need it to go yellow on 11/21 and red on 11/28. Get it? Did I explain that well enough?

Office 365 customers have access to Waterfall charts since late 2016. They were added to Excel 2019.
You can use these formulas in conditional formatting, assuming date in B2

For red:

=TODAY()>=EOMONTH(B2,0)+28

for yellow:

=TODAY()>=EOMONTH(B2,0)+21

Make sure the red condition is listed first (they are normally shown in reverse order to the order they are added, so add yellow first....or change the order after they are added)
