Conditional Format Based on Two Cell Values

If A1 contains the word 'yes' and cell B1 is blank I wish to apply formatting to B1.

Excel Facts

Do you hate GETPIVOTDATA?
Prevent GETPIVOTDATA. Select inside a PivotTable. In the Analyze tab of the ribbon, open the dropown next to Options and turn it off
Sort by date Sort by votes
Try the following Conditional Formatting formula:

=AND(A1="yes",B1="")

Apply formatting to suit...
