conditional format help

Hello i need some help with some code this is what i need
say in cell a1 or any cell there are 0.000 i need it to have yellow trim around it also i need it too show blue trim around it when it is empty also
i need to show no color just normal when it has any other number it other than 0.000 in it i had the formula a while back for this and i thought i got it from this board but cannot find it please adive
