Conditional Format or Data Balidation?

As titled, I have a spreadsheet used for employee time. Each employee has a sheet tab. On any employee tab, there is a column (let’s say “C”) which represents vacation time.
C 1 shows how many vacation days were carried over from last year.
C 2 shows how many days the employee is entitled to for current year.
C 3 shows the total vacation days for current year. (Carried over + current year).
It goes on.
C 4 shows the total vacation days used YTD.
The remainder of the column is broken down by each day of the year (rows). As the employees usage of days is entered in each respective day, the formulas above calculate accordingly.
What I am trying to do is restrict entry into remaining cells based on the value of cell C4. I tried data validation as follows:
“Custom”
Formula =$C$4=“21”.
What I was thinking is, if the value in C 4 is equal to 21, the remainder of the cells in column C would become restricted to “no data entry” or “limit reached”.
Not working and I Don’t know what I am doing wrong
