Conditional format or macro?

For the entire sheet...

If the value of A1 starts with "***", format the entire row with a green font
If the value of A1 starts with "**", format the entire row with a red font
Else leave font as is.

Go to Format|Conditional Formatting

Select Formula Is from drop down

=LEFT($A1,3)="***"... then you click format and pick green

=LEFT($A1,2)="**"....format red
