Conditional formating lost/won't save

Weird!!! Excel 2007 c/formating wont save unless file is saved in xls. Will not save in xlsm. The formula for the format is:
=V105=MIN(IF($V$105:$V$128>0,$V$105:$V$128))
Even toggling the references with F4 gives different c/formating. Worked perfectly until I decided to change the workbook format by placing the monthly sheets onto a single sheet.
The xlsm file changes the c/format so that zero becomes the lowest score.

Any and all help appreciated.

Excel Facts

Format cells as currency
Select range and press Ctrl+Shift+4 to format cells as currency. (Shift 4 is the $ sign).
