Conditional Formating

I am trying to create a conditional formatting rule for cell A1 based on the following:

If B1 is not blank and A1 is blank, I want the formatting change to apply. BUT, if B1 is blank and A1 is also blank, then I want to rule not to apply.

How do I create this formula?
