conditional formatting 2 condtions

Desired results:
Cell turns yellow if cell is less than .00001 (or empty)- no problem so far.

After analyst determines that the cell should remain empty I would like the cell to be turned to gray.
I tried to add the condition that if the cell is equal to 0 then format it to gray. Thinking the analysts could enter the zero. But it's not working.
Zero is the only number that can be used because the subsequent formulas are adding the cells together.

There is already an IF(ERROR formula in this cell.

Formula for Yesterday
Name Manager, New Name. Yesterday =TODAY()-1. OK. Then, use =YESTERDAY in any cell. Tomorrow could be =TODAY()+1.
for your first conditional format instead of putting cell value < .000001, change it from cell value to formula is and use the formula =AND(cell<0.00001,cell<>0)

the problem you are having now is that 0 is less than .000001 so it hits for that format clause first and stops.

it's not working for some reason. NOW I can get the cell to turn gray with a zero, but the yellow isn't working.
Basically what I want is:
Yellow if cell is empty to alert the analysts to look for a price
Gray if the analysts determine that the price should be zero

There is an IF(ERROR formula in the cell that pulls over existing prices (if there is one)
