conditional formatting - change background color dependent on prior worksheet result

I am trying to set up a conditional format that changes the back ground color of a cell when I enter data in to it dependent on an entry in a previous work book.

I have a form with cells labeled January through December. If I enter text (ie. X) in the January box in worksheet 2, I want the cell to display green if it matches the x in the prior forecast sheet and red if it does not.

I have tried entering a conditional formatting of: "use formula to determine which cells to format" and entered the formula '=IF(1st worksheet address & cell<>BLANK) and selected the background color of red but it does not work.

Also: if you enter two rules will the first rule be overwritten?
