Conditional Formatting changing number format of cell

Hi

I'm trying to build a model for something and I'm getting stuck on some conditional formatting. I have a cell where the user would select either '%' or 'Value' and then complete a number of cells on the same row in that particular format. For example, if the user selects %, then that row will be completed as %s, if they pick value, then the row will be completed as values.

Question: What I'm wanting to try and achieve using conditional formatting is changing the format of the cell to match the option they pick.
Example: User selects %, then inputs '10' into the first input cell, it's displayed as 10%. They then decide to change % to value, so change the '%/value' cell and the 10% changes to '0.1'.

Is this possible? If so, how?!
