Conditional Formatting: Custom formula (not the range) to change dynamically whenever Row is inserted or deleted.

Hello Gurus,

I need your advice in using Conditional Formatting Custom Formula.

The formula that I run in it is

=$Q5>AVERAGE($Q$5:$Q$219)

I run this in Column M and it will just highlight all the cells that are above average from the data given in column Q and Row 5 til 219

But now when I insert a new row to this data (example 220) but the formula stays the same (example 219)

Is there a way I could make this CF formula into a dynamic formula to update whenever a row is inserted or deleted?

I know that in CF the range dynamically changes but I am considering to have that affect in the formula as well. Is there a way? Am I missing something?
