conditional formatting excel 2002

if have got the spreadsheet to only show the day of the month - when there is one!
so february has blank cells for 30 and 31 and usually 29.
all i want it to do is not show the cell border when there is no value!

genrally no cell borders show anywhere except where i put them.

i tried everything i can think of like if <20 then set format. etc

sometime i get it to HALF work!
there is NO color on the sides of the cell!
weird!!!

i got another cell to read true or false depending if the main cell had a 29 or whatever or was blank.
but the cf does not like if a1="false" etc.
