Conditional Formatting for highlighting cells that do not match does not work

Hello,
I am trying to use conditional formatting to highlight cells in two columns that do not match. I am using the formula =$p2<>$q2
When I apply, it highlights all of the cells in both columns, even the ones that do not match.
This formula works when I test it out by typing the values myself, but not when I paste the rows with the values. I have tried pasting only values, but that did not fix my issue either. I also do not see any difference in formatting etc.

Any help would be greatly appreciated.
