Conditional formatting for time over an hour 00:00 format

Hi my times are in Column J formatted as 00:00, I want a conditional format to change the colour if the time goes over 1 hours so 01:00.

Can somebody please help me? all cells in the column seem to change colour for me.

I have just done this, and times that aren't over an hour all change to orange too

because it extract time only not the date.
