Conditional Formatting Formula

FYI: I have another conditional formula in this cell that is working
=(V8-C9)<2 (Then Cell is Green)

I tried to add an additional formula of:

="OR(V$8-$C9>2,V$8-$C9=2)" (Then cell Red)

But I cannot get the new formula to work.

Anyone see why the second one is not working

PS "Stop if True" is not Checked in either row of the rules

You don't need quotes around it.
Also, it could be written like this: =V$8-$C9>=2
