Conditional formatting: Icons based on the value of anonther cell (Excel 2010)

Hi,

I wonder if it is possible to base the Icons in Conditional formatting on the value of a different cell? I have one of three possible values in another cell: HIGH, MEDIUM, LOW and I would like to have a dashboard using an Icon to sum these.

So, I choose the ICON SET and select type FORMULA, (green icon) when value >= =State!$F$2="HIGH"

However, no ICONS shows.

Any way to fix this?
