Conditional formatting - if current cell is not blank, then last one should not be blank either. How to do this? (more in post)

Say I have two cells: A1 and B1

B1 contains some value like "March 3"

I want to check that if B1 is filled in, then A1 must also be filled in.

How can I do this?

please help me :)
