Conditional Formatting in Tables

I have a cell at the bottom of a column that counts the number of "N" in a table. I have the conditional formatting set to turn the cell red if N > 0, and green if N = 0. As I add rows, the conditional formatting is not carrying forward. Is there a way to make it do so?

Note, the counting cell at the bottom is not part of the table.

In the Conditional Formatting set up, does your range have an end row to it? Example, does it say N2:N50, and then the conditional formatting stops when you add rows 51 and on?

Try changing it to $N:$N

I've tried it with and without a range (the counting cell is a merged cell). When I select my range; E29 for example, Excel keeps changing it to $E$29, which is probably part of the problem. It's only the count cell I'm trying to maintain the conditional formatting on, not the cells within the actual table.
