Conditional Formatting Inserted Object without VBA?

Guys,

I did a search on this subject, but didn't find a great answer. Please see the illustration below.

I have inserted the U.S. map in a spreadsheet, and want to change the color of each state based on its recovery %.

I know how to label each state with the amount from each cell, but would really like to color code each object. Is this possible without VBA?

I am running Windows 7 Professional and MS Excel 2013. Any help would be greatly appreciated!

Whats the difference between CONCAT and CONCATENATE?
The newer CONCAT function can reference a range of cells. =CONCATENATE(A1,A2,A3,A4,A5) becomes =CONCAT(A1:A5)

I'm just learning VBA's, so I'm open to code that will change the color of each state by its recovery % in the legend.
