Conditional formatting: line after every quarter

Column A contains a large number of dates in old to new order.

I was easily able to use conditional formatting to draw a line after every month: if MONTH() of this line is not equal to MONTH() of previous line...

The problem is in drawing a red line after every quarter. An additional challenge is: some months have no dates entered.

How to use conditional formatting to draw a line after every quarter?

Let's say that your dates are in column A.
Then use a Conditional Formatting formula like this:
Excel Formula:
=INT((MONTH($A2)-1)/3)<>INT((MONTH($A1)-1)/3)
