Conditional Formatting multiple criteria

Hi, I need to use conditional formatting to highlight a blank cell based on several criteria in other cells. I do not know if I should do all the criteria separately or do a nested IF. But either way, I cannot get it to work.

if D3 is blank and today is 2 or more days past C3 then D3 should highlight in red. But if D3 has a date listed it goes back to no fill/ white.

Customize Quick Access Toolbar. From All Commands, add Speak Cells or Speak Cells on Enter to QAT. Select cells. Press Speak Cells.
Then you have implemented it wrongly or your dates arent really dates or maybe are date times. It works as i tested it.
