conditional formatting - not picking up the second word of rule

I am trying to conditional formatting rules that act when an option from a drop down menu is selected. The inputs are "Very Low, Low, Medium Low, Neutral, Medium High, High, Very High".
The rules are working to an extent and the moment. They are sent, to be different shades of green for the first three, yellow for neutral, and different shades of red for the high options.
However, the rules for the Low options are all the same colour, and I cannot figure out why. I have included a screenshot to further explain, any help is greatly appreciated.

You need to use cell equals, rather than cell contains, alternatively change the order of the rules so that the rule for Low is after the other "low" rules.

Everything that I had read suggested that for words, not numbers it had to be "contains". It is working now.
