Conditional Formatting Question

I have entered 4 conditional formats in cell H1:H4 condition all conditions work except one, I am using Format only cell that contain with the following rules Blanks, Format None.
how ever it is Red, so it’s using the conditional format for Cell Valle, greater than or equals to =180, format Red
H1:H4 has a formula in it as follows =IFERROR(AVERAGE E7:E100),””)
So what I am looking for is when E7:E100 is empty cells no format would appear in cell H1:H4
Hope I have not confused y’all with my explanation, and thank for any and all help with this matter.

Customize Quick Access Toolbar. From All Commands, add Speak Cells or Speak Cells on Enter to QAT. Select cells. Press Speak Cells.
Make sure the rule for blank cells is above the rule for >=180

Solution
It Was below, I delete the rule, and recreate it now it is above but after closing excel and reopening excel and the file it’s back below the rule >=180

Did you save the workbook before closing?

Yes I did, tried it again and it worked, I think I might not of clicked on Apply.
