Conditional formatting question

Hi,

Would very much appreciate some advice re conditional formatting...

I am hoping I will be able to format a cell based on another cell value.

For example have cell J9 where I will type in a percent. I want cell E9 to insert an appropriate traffic light icon depending on the value in J9... (ie - if J9 is between 1 - 10 it should be a green traffic light but if it s 11 - 12 it will be amber etc...) Can this be done?
