conditional formatting quotation marks

For some reason Excel insists on putting quotation marks around any formulae that I try use in Conditional formatting. E.g if I type in:-

H6 > 12

then Excel uses:-

"H6>12"

can anybody explain why & how to stop this ? Thanks

A formula starts with an equals sign:

=H6>12
