Conditional Formatting - Stumped Again

I have the following conditional formatting applied to a row of cells:

Formula is =MOD(ROW(),2)=0 (put border top and bottom)
Cell Value is > =AVERAGE($E2:$IV2)*1.3 (apply blue type)
Cell Value is < =AVERAGE($E2:$IV2)*.7 (apply red type)

Now I have the same conditioning applied to all the rows of data. Most places it is working just fine. The top line of where I have it applied is not working though. If I insert a blank row above it, it works fine. I don't want to insert a blank row though. Why is it behaving this way and is there an alternative fix?

The way you have it set up you have a top and bottom border every other row. This results looks like you have a horizontal border EVERY row. Is this what you want?

I don't think that you can get a top border in row 1 - with CF or otherwise. Of course I might just be a complete dork.

VoG, true, you may not see it when you are working with your spreadsheet, but it is certainly there when you print the sheet.

Sorry - I wasn't really clear with my question. The borders are fine. However, the formulas to change the text colors of numbers above and below average aren't working on the first row below the headers - but are working on all the other rows.
