Conditional Formatting using AND(NOT)

I am trying to use conditional formatting to highlight blue if One field is higher than another but NOT if blank)

=AND(NOT($E7="")),$H7<$E7

this is giving me an error

If E7 is blank I do not want color but if E7 is less than H7 I do want color.

Nor sure if you want to test for E7 being less then H7 or vice-versa, but how about
Excel Formula:
=AND($E7<>"",$E7<$H7)

If H is lower that E and as long as H isnt blank for the whole column

Ok, so that is now totally different from what you originally said. Do you mean E or H is not blank?
Also what do you mean by the entire column?

I have data in Column E and H, I want to set a conditional format to turn blue if Column H is Less than the Data in Column E

Then if there is data in Column E but nothing in Column H = BLANK then no color

Example

E7 = 150.00 H7 = 100.00 so the $100 would be highlighted in Blue

IF

E8 = 150.00 and H8 is blank NO COLOR

does this help?

In that case try
Excel Formula:
=AND($H7<>"",$H7<$E7)
