Conditional formatting vs negative numbers

I found that conditional formatting can not handle negative numbers both windows and macOS office versions. Even when I downgrade formula to as simple as >=-0.1 it can't get it. Screenshot
The cell format was set to numbers for the entire column - didn't helped.
I am pretty sure that numbers have minus sign and not dash because cell values are determined by Excel formula =N17-N16 and so on.
I explicitly copy/paste the minus sign from Excel formula into the conditional formatting rule - not worked as well.

Thanks a lot. It seems like 'Method 2: Precision as displayed' worked for me. But what the negative consequences may be in this case? I wonder how to apply method 1 with ROUND function in my case?

Perhaps play around with something like =ROUND(N17-N16,1)
