Conditional Formatting with unintended split row highlighting

I created a conditional format to highlight only the line (column A thru I) after the last entry in column H when a cell on that line is selected. However, instead of highlighting the columns A thru I on that row, it highlights only row A on that line and columns B thru I on line 2. If I change -2 to -1 the split line appears on row 1 instead. This is far from the first time I have used conditional formatting, but it is the first time I have used Count in formatting

Copy a format multiple times
Select a formatted range. Double-click the Format Painter (left side of Home tab). You can paste formatting multiple times. Esc to stop
I figured out the problem. The formula should be "=AND(ROW()=CELL("row"),CELL("row") - 2 =COUNT($H:$H))'. Dollar signs do matter!
