I am trying to format cell A1 based on the value of cell B1
If A1 < B1, fill A1 in Red
If A1 = B1, fill A1 in Green
If A1 > B1, fill A1 in Blue

I have tried using Conditional Formatting, but cannot get it to work.
I also would like to apply the same for rows 2 and 3

A B
500 1500
1000 1000
1500 1000

Can you AutoAverage in Excel?
There is a drop-down next to the AutoSum symbol. Open the drop-down to choose AVERAGE, COUNT, MAX, or MIN
Select the range you want this to work on (A1:A3 in your example)
CF > New Rule > Use a formula > =A1< B1 select format > Ok
repeat that with
=A1=B1
=A1>B1
