Conditional Formatting

I have the below column I have applied the following formatting to but cant seem to get amber to work. I want 80% and over to be green, 70 to 80% top be amber and 70 and below to be red but failing somewhere! What am I doing wrong?

Try using numbers & not percent with 0.8 & 0.7
