Conditional formatting

I have a range in one column (G22:G200) with different numbers (1-5) and I have one cell that has a date (D4) and I have another column range that has different dates (O22:O200)

What im trying to say is if range G22:G200 has #2 and date in D4 is greater than O22:O200 then it should be highlighted as green

The formulas i currently have are
=If($G$22:$G$200=2,(&O$22:$O$200>$D$4))
=IFS(THEN($G$22:$G$200=2(&O$22:$O$200>$D$4)

Neither one of them is working, please help.

Select range and press Ctrl+Shift+2 to format cells as time. (Shift 2 is the @ sign).

Select G22:G200 & in CF use this formula
Excel Formula:
=AND(G22=2,O22<$D$4)

Do you mean if col O is blank?

Ok, how about
Excel Formula:
=AND(G22=2,O22<$D$4,O22<>"")

Yes, some are but u know what that would only matter if I'm doing less than instead of greater than. And for comparasion purposes I don't really need to do that. So I'm okay now... THANK YOU SO MUCH for your help! I hope you have a great rest of your day! ?
