Conditional Formatting ?

I need help with conditional formatting on excel 2007. Here is what I need to do:

Lets say cell A1 is the cost estimate of a project im doing
Cell B1 is the actual cost of the project

I want to use the 3 icons green, yellow, red. when cell B1's value is = to or 20% or higher of A1 then I want the green icon, when the value is less than 19% of A1 I want it to have the yellow icon and when B1's value is less than 0% of A1 the red icon appears.

I hope I explained this ok. Can someone help me with this.
