You would not be able to use such a formula in data validation, it would be necessary to create a new list in your sheet first, then refer to that.
There are many ways to achieve this depending on any additional requirements and the version of excel that you use. (for excel version please update your profile by clicking your user name in the top right corner or this page, then going to Account Details and checking the box for the correct version, then scroll down and save).
